It would be difficult but not impossible to write this paper due to lack of information from persons who have witnessed drug mortality both before mortality and during. The credibility of this paper is dependent on primary sources rather than citing secondary sources.

Primary sources are better than scholarly articles but if i’ll write this paper, i’ll consider available options and make a decision.

Information at hand shows that persons like McCafee were not appreciated for their efforts in understanding drug policies. This reality must guide an approach influenced by Portuguese drug policy that does not argue against drug enforcement agencies or those involved in the drug trade, but, rather prevents drug related mortalities by understanding the problem if primary sources are available and writing the paper on reduction of drug related mortality through a model based on the Portuguese approach which provides support than prosecution to vulnerable persons while ensuring that it does not reflect the ongoing different positions of Drug Enforcement Agencies and those who may share differing opinions.
